Whose Mind Is It Anyway?! Two major federal initiatives, developed with funding from The Elementary and Secondary Education Act of 1965, have had a serious impact on students and teachers alike. They were: 1. the '65-'69 Behavioral Science Teacher Education Program (BSTEP). 2. the '69 publication by the Federal Government of Pace-setters in Innovation, of a 584-page catalogue of behavior modification programs to be used by schools. Pace-setters was an effort to destroy traditional academic education, replacing it with behavior and mind control systems guaranteed to create individuals who would be unlikely to challenge policies set by state or federal government. Professor John Goodlad, who had been receiving Federal and State grants for thirty years, said this in 1969: "The most controversial issues of the 21st century will pertain to the ends and means of modifying human behavior and who shall determine them. "The first educational question will not be 'what knowledge is of the most worth?' but 'what kinds of human beings do we wish to produce?' The possibilities virtually defy our imagination." Such large-scale behavioral changes required the creation of several agencies to oversee the implementation of this program. Those agencies were: 1. the National Assessment of Educational Programs (NAEP) which tested students at various grade levels; 2. the Education Commission of the States (ECS) which enabled the states to become unified regarding education and its outreach; its policy invariably reflected federal policy; 3. the National Diffusion Network (NDN) which served as the advertising agency for federally-funded programs, the majority of which were intended to destroy traditional right/wrong values through psychotherapeutic and behavioral techniques. So when we think about today's drug problem and the mind-set behind it, we must remember the things that were set in motion and helped create the situation. Having a catalogue of behavior modification programs is one sure way to change the way our children think. More to the point, it really is a form of mind control. But whose mind is it anyway?
